No.
Even if they look very similar, hardware is slightly different.
Must transfer ISN from one to another and then reprogram ecu with necessary software via wire.

The hardware version is 53 in both. The software version is different. I tried to load EPROM and flash, but it doesn't work. The isn in the emulator is the same as in the EPROM.

Hardware = bosch number...
Even if they both are interchangeable, it doesnt mean they have equal software inside.

Hardware - most likely both are good enough and acceptable.
Software - must navigate through various *.0pa *.0da files (WINkfp). automatic or manual, ecology, ACC or without - lot of options possible, each has it's own sw.
I think no reason to explain here how to proceed, just visit any BMW related forum board and you will find all necessary information without big pain. For example - http://www.bmwtools.info (you can use online translator from Russian to Spanish if you wish).

You can boot mode it, however the software in the 0281001830 ECU can be very fussy, so I would not. The contents of the 95C08 eeproms are probably not compatable as they changed locations between the EU2 engine and the EU3.
I Would personally load up a virgin eeprom code to the 95C08 in the 0281010314 ecu, transfer the emulator to it and syncronise using INPA.
