Ford Fusion 2006 - SID804 + Cluster ?

Hello Forum.

Can I get some closure with this 2006 Ford Fusion 1.4 TDCi using SID804 I was sure until looking that the keys would be in the cluster and then matching synchro between cluster and ecu.

I checked 93c56 in ecu with Tango and it said 0 keys continue at your own risk, this car is a non-runner and the keys had been erased, If I compare another good ecu eeprom it has two keys plus also the wiring shows the key reader connected to the ecu so no more questions I'm thinking.

But the cluster 24c08 has a synchro which matches the ecu 93c56....
What does this synchro do could this ecu be made with another file set and keys added for example or would the cluster still stop engine start?
